Given global health concerns due to COVID-19, the Singapore Consulate in New York has instituted screening measures in consideration and care of our employees and visitors.  If you are experiencing cold or flu-like symptoms or are under quarantine, please refrain from visiting the Mission.  Please keep to your allotted appointment time.  All visitors will undergo a temperature screening and are required to complete a declaration form before entering the Consulate.

MFA e-Register


All overseas Singaporeans are encouraged to register with the Singapore Consulate via the e-Register system. This is a voluntary and free service provided by the Ministry of Foreign Affairs (MFA) to all Singapore citizens who travel or reside overseas. Regardless of whether you are travelling abroad for study, work or leisure, the eRegister system allows you to record information about your travel itinerary abroad. The information you provide us will allow us to contact you in order to make sure that you are safe and, if need be, assist you should an emergency (e.g. natural disasters, civil unrest, etc.) occur.


Registration for SingPass


Before you register for a SingPass account, please complete these two steps:


1.      Check that you fulfil the following eligibility requirements:


·        You are at least 15 years old and


·        You are a Singapore Citizen or Permanent Resident / an Employment Pass holder / an eligible Work Permit holder (click here to check your eligibility)


2.      Ensure that the address stated on your NRIC or FIN card is correct.  Click here if you need to update it.


 


Ready to register for SingPass?
Here is a 
step-by-step guide on how you can register a SingPass account easily online!  If you are currently overseas, you can access Register for SingPass function on the SingPass website. You will receive your pin mailer password via mail (to your registered address). Please note that there will be a longer delivery time to overseas mails.


 


SingPass Mobile


The OneKey token will be discontinued from 1 April 2021 and users are encouraged to download the SingPass Mobile app for their transactions. The app allows users to access services by verifying with their fingerprint, face recognition or an easy-to-remember user-determined passcode.


How to download SingPass Mobile:



Users can download the app from official app stores and complete a one-time setup which requires their SingPass ID, password and One-Time Password generated using the OneKey token.
For users without the OneKey token, a SingPass Face Verification will be introduced in late 2020 to enable users to prove their identities via face verification when activating their SingPass Mobile app.

Application and Renewal of Singapore Passport


There are two ways to submit a Singapore passport application:



 
Online Singapore Passport Application


Application at the Consulate in person or by post.


DOCUMENTS REQUIRED:



Your existing original Singapore Passport; [A police report or a notarised Statutory Declaration Form is required if passport is lost. If the passport is damaged, please send in the damaged passport for cancellation] Note: Your damaged or original existing passport will be cancelled and returned to you for retention upon the issuance of a new passport. 
Two passport-sized colour photograph taken within the last three months.  Please see Photo Guidelines for information on photo requirements

Photocopy of National Registration Identity Card
If you are requesting for Inclusion of Married Name, please provide a photocopy of your Marriage certificate and attach a letter of request.
Original (valid) Exit Permit (for male citizens who are 16½ years old and above).


PROCESSING FEE:   US$ 57 payable for first-time application/subsequent renewals.

Please issue a cashier’s cheque or money order in US currency made payable to the "CONSULATE OF SINGAPORE". Personal/corporate cheques are not accepted. Do not send cash through the mail.
Payment by exact cash is accepted if applying in person.



NOTES:



For new applications, passport issued will be valid for 5 years. For renewal applications, passports issued will be valid for 5 years plus remaining validity. If the remaining validity of your passport exceeds 9 months, the validity upon renewal will be pegged at 5 years 9 months. If your passport has already expired, the new validity will be 5 years upon renewal.
If you are unable to produce the document required, please provide an explanation in your covering letter.
Processing time is approximately 4 weeks from the date of receipt of the complete application. As the issuance of the passport is done in Singapore, please allow enough time for processing.
The Consulate will inform you once the passport is ready for collection. Please include your contact details, including telephone number and email address, when submitting your passport application to the Consulate.
Applicants must present their old passport to the Consulate for cancellation upon receiving the new passport.  The old passport will be returned to you upon cancellation. The Consulate will not cancel any visas or stamps in the passport



Loss of Singapore Passport and Application for Document of Identity


Police Report or Statutory Declaration 


If your passport was lost or stolen while in the USA, you should report it to the local Police Department/Precinct immediately and obtain a police report. In some cases where this may not be possible, you should request for an acknowledgement slip, e.g. the report record number, or a receipt.  If the local police precinct cannot provide a police report, you should instead provide a Statutory Declaration of Loss duly notarised by a Notary Public in your area or at this Consulate.



Application for Replacement Passport


You should then apply for a replacement passport by approaching the Consulate with the following information:-



Your Name, NRIC Number and Date of Birth
A copy of the police report
US Address and Telephone Number
Any documents which can prove your identity such as a photocopy of your lost passport, driving license, NRIC etc.
Two passport size photographs.

Passport and replacement fee of US$93 in cash (if applying at Consulate) or money order made payable to “Consulate of Singapore” (if applying by mail).


Application for Document of Identity (DOI) in lieu of Passport


If you need to return to Singapore urgently and are not able to wait for a replacement passport, a temporary travel document known as the Document of Identity will be issued to facilitate your one-way return to Singapore.  However, you should make necessary adjustments to your travel plans as the Consulate would normally require 2 to 3 working days to establish your identity with the relevant Singapore authorities.  You can apply for a DOI by approaching the Consulate with the following information:-



Your Name, NRIC Number and Date of Birth
A copy of the police report
US Address and Telephone Number
Your intended departure date from USA and the city which you will be departing from
Any documents which can prove your identity such as a photocopy of your lost passport, driving license, NRIC etc.
Two passport size photographs;

7.    A DOI fee of US $11 in cash (if applying at Consulate) or money order made payable to “Consulate of Singapore” (if applying by mail). 


Upon your arrival at Singapore Changi International Airport, you would need to return the DOI to the Duty Immigration Officer.  For procedures on how to obtain a new Singapore International passport, please visit: https://www.ica.gov.sg/singapore-citizen/singapore-passport/apply-for-a-passport


Passports reported lost cannot be used even if recovered subsequently. If you recover the lost passport after a new one has been issued to you, you must surrender the recovered passport to ICA or the nearest Consulate for cancellation within 14 days. Failure to surrender a recovered passport is an offence punishable by a fine not exceeding S$1,000 or imprisonment for a term not exceeding 6 months or both.


Application for Singapore Citizenship


All applications for Singapore Citizenship must be submitted online. To apply online, the Singapore Citizen parent may go to: https://www.ica.gov.sg/reside/citizenship/apply. For access, a SingPass account is required.


 


Oath Taking for Minors


Minors who obtained Singapore citizenship by descent or registration must take the Oath of Renunciation, Allegiance and Loyalty (ORAL) after turning 21 and before their 22nd birthday to retain their Singapore citizenship.



If you do not take the ORAL within 12 months of turning 21, you will automatically lose your Singapore citizenship on your 22nd birthday. If this happens, there is no guarantee you will be able to continue studying, working or living in Singapore on any form of Student's Pass, Work Pass or Visit Pass, or as a permanent resident.


Documents Required:


Identity Card;


Original Singapore Citizenship Certificate;


Original or Certified True Copy of Foreign Citizenship Renunciation Certificate;


Oath Form duly completed/signed/affirmed at the Consulate


Notes: 


1.    There is no processing fee


2. Processing time is approximately 3 to 4 weeks from the date of receipt of the complete application.


3. If your passport has expired, you may apply for a new passport concurrently with your oath.




Renunciation of Singapore citizenship



A citizen of Singapore can only renounce his/her Singapore citizenship if he/she is aged 21 and above, is of sound mind and has acquired citizenship of another country.

US$25.00 (money order or cashier’s check payable to:  CONSULATE OF SINGAPORE)

You can submit your documents in person or by post at this Consulate.

All renunciation applications are processed by the Immigration and Checkpoints Authority in Singapore. Processing time is approximately 3 to 4 months from the date of receipt of the complete application package.
Once processed and approved, the ICA will send you a letter (or through the Consulate) stating that you are no longer a citizen of Singapore. 
Please make sure to provide your updated / preferred mailing address.

National Registration Identity Card



Reporting Loss and Replacement of Identity Card


Application for a replacement IC can only be made personally at the Immigration & Checkpoints Authority. For full details and procedures on reporting loss of IC, please visit https://www.ica.gov.sg/documents/ic/loss.  



Singaporean citizens who have lost their IC are required to report the loss and apply for a replacement in person within 14 days. A police report is required only if you are a victim of crime. Otherwise, you may execute a Statutory Declaration duly notarised at this Consulate or by a US Notary Public or when you go to ICA to report the loss. Upon returning to Singapore, please visit the Immigration & Checkpoints Authority to report the loss.

Change of Name or Address in Identity Card

Searching for Marriage Records Online


The laws of some countries require that, before a foreigner may marry within their jurisdiction, he/she must produce a certificate issued by the relevant authority of the country of which he/she is a national, stating that the authority does not know of any impediment to the marriage. Such a certificate is known as a Certificate of No Impediment or Nulla Osta Certificate or Affidavit of Eligibility to Marry.  The Singapore Registry of Marriages (ROM) does not issue a Certificate of No Impediment. However, a Singapore citizen residing or working overseas may search for marriage records online.

Overseas Singaporeans may apply for a replacement Singapore driving licence through proxy by giving a written authorisation (by fax or email) for their next of kin in Singapore to submit the application on their behalf at:

One recent passport size photograph, his/her name and NRIC no. to be written behind the photograph. 
The replacement fee is S$25.00.

Proxy has to inform Traffic Police that he/she may want to collect it personally at the Traffic Police Department instead of having the licence being sent by mail to the local address in Singapore. Proxy will then be able to mail it personally to the applicant’s address in overseas.

Application for Singapore Permanent Residence


 


From 18 December 2017, all Singapore Permanent Residence applications are to be submitted online through the Singapore Immigration and Checkpoints Authority (ICA) e-PR system at https://eservices.ica.gov.sg/esvclandingpage/epr. ICA will no longer accept applications over the counter.


Renewal of Re-Entry Permit


A valid Re-Entry Permit (REP) is needed each time a permanent resident (PR) travels abroad. The REP allows you to retain your permanent residence while you are outside Singapore. If you leave Singapore or remain overseas without a valid REP, you will lose your Permanent residence.



To apply for or renew an REP, you must be a PR and hold a valid travel document.



If you have a valid REP, you must renew it online using 
e-Service within three months of its expiry date.



If you are overseas and do not have a SingPass account, you can submit your application at this Consulate by post or in-person. It should be submitted at least two months 
before your current REP expires.


Documents required:


1)      Completed - Document - Application for REP (Form 6)


  2)      Document - Supporting documents on Apply for Re-Entry Permit (as you are submitting overseas, all supporting documents must be notarized)



Note: ICA may require you to return to Singapore to complete your REP formalities in person.




Cancellation/Renunciation of Singapore Permanent Residence



You may send the following documents at this Consulate for our onward transmission to ICA on your behalf:


1.            Photocopy of your passport pages showing:


Name, date of birth, passport number, passport issue date, passport expiry date


All stamps relating to your Singapore PR


All Singapore Re-Entry Permit stamps. Please make sure you provide a copy of your expired Re-Entry Permit stamp.


2.            Original Singapore Blue NRIC


3.            Original Certificate of Identity, if you were issued one


4.            Original REP card, if you were issued one


5.            Malaysian Restricted Passport, if you were issued one


6.            A signed letter addressed to the Immigration & Checkpoints Authority (ICA) stating:


That your SPR / REP had expired; indicate the expiration date;


A signed request letter stating that you are no longer a PR of Singapore;


Include your complete contact details: address, phone and office numbers, and email address, for ease of communication.


7.            Any other relevant documents issued to you by the Singapore Government agencies such as ICA, Ministry of Defence, Ministry of Manpower, etc.


NOTES:


NO FEE will be charged for this service.


Processing time: Approximately 3 months.


Once your documents are processed, the ICA in Singapore will mail you a letter confirming that you are no longer a PR of Singapore.


The letter is issued by the ICA, and not the Consulate.
